I have started a secure-CI for this changes.
There was an error with a design that was not related to these changes. They were fixed and I am running the CI again.
This was fixed on PR: [#5222](https://github.com/The-OpenROAD-Project/OpenROAD/pull/5222)

These changes wouldn't prevent CTS from forming those clumps of buffers, the level balancing step is purposely forming them it is not a lack of space issue in this case.
