We have an adequate way of doing this manually. Ideally we would still automatically capture the costs, but for now this is on hold due to other priorities

still required, so we can automate the process

currently not urgent, but this might change. Though only for code formatting

@davidkelliott to write an ADR for what we have so far

Will wait until PPUD goes live - and then runs for around 4 weeks to validate traffic

plan to go live 10th June - so this is required for mid July-ish

as things stand we don't think this is worth addressing - but keep open for now and re-review later
