Just ran into this issue myself on a fresh W11 install.
I was having my settings get reset on brave as well.

Tried this today with the same results, also tried escaping up to 7 times to see if it made a difference, it did not.
This is technically already possible, you just would need to make a manual parser and then provide a manifest.json for the entries you want to add.
