The Django admin UI is there, but I don't use it - there is too much data to enter manually.
GovTrack is extremely specialized for the U.S. Congress. It would take less effort to build something from scratch than to remove the parts specific for Congress.
There is no i18n in the codebase, is that what you're asking?
Anything is possible. But as I said, it would be less effort to start from scratch than to try to adapt GovTrack for your government.
