Active language analysis, not raw diffs

I would like better analysis of differences between bill revisions. So instead of outputting the raw diff highlights between versions, deeper analysis of subsections added/removed, pick out operative word changes, probably disregard whitespace, etc. Should likely be labeled under enhancements/features.

I would plan to attempt this development in a few weeks after school's out.

It doesn't seem too difficult insofar as we can codify the templates, layout etc of bills
