Did you run the `fdsys` task first?
Seems like you didn't follow the steps in the README.
`official_full` is being used for some sanity checking in the scripts: https://github.com/unitedstates/congress-legislators/search?utf8=%E2%9C%93&q=official_full For House members, its value can't be changed without breaking the sanity checks.
.... And the rest of the name fields reflect how the legislator wants to be referred to (as opposed to what we think the legislator's legal name might be).

GovTrack still has some historical, archived data on bills (pre-113th Congress etc.) but I haven't gotten around to making a page to list those links yet.
The wiki page is out of date. `--bulkdata=False` should not be used anymore in that example, I think.

Ahha. So this can probably be fixed easily the way I did the end dates by just doing text substitutions, e.g. for each Congress where there was a special session...
