I tested this on multiple systems (win 10/11) and I can't reproduce the issues with the mouse not being sync, microsoft improved the high dpi settings and they may have...

Yeah, upscaling isn't fully supported for Yuri's Revenge / Tiberian Sun yet. handlemouse= must be set to false, otherwise your cursor isn't sync with what you see in the menus....
