eh, you will understand how it works after you read wiki or test this fix ingame (in tc).
I mean if it requires 4783 and with this fix you have to be on 4784 (that can't be completed without 4783) we are good I guess
what's the point to unlock this quest right after 4783 ?

no possibility to check on classic but this make sense to me according to data found above on questie and wowhead comments, no major impact on quest side.
