If theyr's spells can go through obstacles most likely yours can too as I did many test about this , there are some obstacles that block the spells but indeed...
I was talking about spells through obstacles , the aoe through floors isn't blizzlike for sure.

just tried to reproduce this on 18121ae24a8d but no luck however it might be related with quest [Trial and Error](https://www.wowhead.com/wotlk/quest=10566/trial-and-error) for some reason quest wands doesn't have a target requirement...
