Cut/Copy/Paste hotkeys are disabled in the open dialog

I can't reproduce this on macOS 12.7.4 with 4169. Does it happen in [safe mode](https://www.sublimetext.com/docs/safe_mode.html)?

I've been unable to reproduce any freezing in build 4168 with multiple >5MB files.
