With one more change (to fix a crash when initiating switchres), I was able to see the resolution change happen to 1920x240 in the menu. (RPi 2, Debian Bullseye).

Rebased, re-built, re-tested, the observation is still that RA behaves the same way if compiled with the userland removed from RA sources. A compilation failure fixed separately at #17366 ....

Maybe one last ping @LibretroAdmin , I still believe this is good to go.

Checked, indeed the lightgun is only using the pointer input in the android driver, and not the mouse. It can be changed, but would need some verification. Are you willing...

Thank you for checking. There was a mouse conversion that was deactivated recently, but these results confirm restoring it would not fix the issue. Investigation continues.
