Note that in Japanese, it's [normal](https://github.com/w3c/jlreq/issues/387) to have extra spacing before "12" but not after "%" in the phrase "あああ12%あああ". I wonder if there are similar situations in Chinese.

According to our meeting yesterday, let's put the update of the clreq document on hold for now and discuss it clearly with the CSSWG first.

jlreq的定义里包括了契丹小字，因为契丹小字序列之间有时会以空格分隔，之后如果是西文，可以不用再添加空白；但如果直接和西文密排，还是可以添加空白？
