I think there is a conflict here after https://github.com/spack/spack/pull/44461 today (I think that's the culprit).

Can someone give this another review so we can get this merged since #40932 depends on it?

I had some difficulty testing the approach with `requires` (apparently when using the default `--reuse` and both the spack public and binaries develop mirrors enabled, this reaches 6.5 GB MaxRSS...
