If both Ruby and Java supports it, we should also add it [to this list](https://github.com/DataDog/dd-go/blob/prod/trace/apps/tracer-telemetry-intake/telemetry-payload/static/config_norm_rules.json) in a separate PR to officially support it in telemetry

Thanks for opening this issue @trentm. I'd love to help maintain the module under the Node.js org

It appears I don't have write access to the new repo, so I can't merge PRs. What's the process to get that?
