It seems to work as expected if the MXID is a pill, but not if it is plain text
This issue also occurs when the MXID belongs to a user in the room.

That would be the future-Matrix way; "*-as-rooms" is still being worked on. We may switch to that for key distribution in the future, but it's not ready for that yet,...
