Scanning can take a long time, so storing the outcome would be desirable.

Adding `Edit Signature...` to the `Edit` menu will allow opening the Edit Procedure dialog with Alt+E, Alt+S.
Comments entered in the Edit Procedure dialog will not reappear when it is reopened. They are also not saved to the project file.
It's currently not possible to remove code/data annotations from within the GUI.
