Nothing to be fixed by us really. The current authentication solution simply works that way. The move towards cgroups for authentication would help here.
See, talk, own, call and broadcast do indeed not override previous instances but add an additional policy. Patches welcome.
The error message indicates that this is the gtk backend. Can you verify this by using a different backend for the inhibit portal?
Install and configure the gnome or kde portal backend (https://flatpak.github.io/xdg-desktop-portal/docs/configuration-file.html).
What matters is the configuration. Make sure the inhibit impl is not from x-d-p-gtk.
After reading the documentation this seems completely safe to expose by default.
