There's something odd here, the debug yaml is corrupted in that its missing the energy rate data, can you try to re-generate it again?
Looking at this the target target is 6% meaning its not charging?
I believe this is fixed now in the latest release, I ran your debug YAML and there was no charging 
This is a GivTCP issue, you can disable the Predbat auto restart in apps.yaml if you wish
Can you attached the debug yaml please?
This maybe fixed in 8.18.7, please check and feedback?

Would you not model that by setting an export limit in Predbat roughly the same as your battery export rate?

Can you try this please: - Take the version from main - set 'inverter_can_charge_during_export' to False in apps.yaml - Set an export limit roughly equal to maximum amount you can...
