Is this something that someone asked for? It seems like Makefile.os2 has been around and does what we need for that platform.
Possibly, does backing that out fix it?
SDL should be resampling without popping and crackling from 44100 Hz to 48000 Hz. @icculus, can you reproduce this if you force 48Khz output?
Or maybe it's the Windows resampler that introduced the crackling, and it's now fixed because we're using SDL's resampler in the latest code?

I'll take another quick stab at this and see what I can come up with.
So, good news, the latest SDL code supports wired PS3 controllers on macOS, thanks @vit9696!
I want to leave it open for bug reports and the hope that someone can figure out why the controller initialization code doesn't work on Windows.
