The other half of this is knowing of the server has active input from a client.. when the server has input the clients are not getting any info about it....
When the client is not being sent input its not getting any kind of update from the server.

This has not been an issue in a while , we have fixed the cases that require this to be a feature.
We have the feature its just does not have a default key binding. You can set a hotkey to restart the server but not just "stop" it. restart does start...
