I think when @conradsnicta shift armadillo to C++17 we will shift mlpack to the same standard.

Also, we can close this one.

Also, an idea to add on what @rcurtin mentioned, when mlpack becomes header only, we can inspire from the ensmallen cmake configurations since they are _(I think)_ using modern cmake.
