What’s your network and firewall environment? I think this is a network configuration issue. v0.5 did not complain about the dealer because it did not have the dealer yet :-)

Don’t we still need Mercury to get the track encryption keys? Until we’ve got a clean implementation of the HTTP endpoint for it.

IIRC I did implement "retry after" in dev, no? Edit: but only for HTTP and getting the key goes through Mercury instead.
If you're a developer yourself, a PR would be welcome. Edit: curious, what is your situation that it's unusable today?
