You download the info files within retroarch (Online Updater->Update Core Info Files.)

It might be an issue with how macOS handles applications that changed their preferences filenames. It might be that for some reason it tries to load settings from previous files....

I use Firefox and had the same problem. I had to toggle `media.hardwaremediakeys.enabled` from `true` to `false` in `about:config`.
