upgrade project akka version 2.6

Since akka 2.6 release https://akka.io/blog/news/2019/11/06/akka-2.6.0-released, we need to upgrade the project for the same.

Hi @sclasen I did minor upgrade of scala, akka, akka-http and curator versions. Please review and let me know your comments.

scala 2.13 released last week. The projects using this repo needs update of this version. akka, akka-http and curator versions needs to be updated as well.

Not able to login into minidcos web UI

Hi, I've minidcos, version 2019.06.19.0 installed in my mac OS. I have created docker dcos cluster and when I tried to login I get error in the [screenshot](https://imgur.com/a/WE2lKiW).
