Can you describe a bit more the use case for this? Do packets need to be filtered at this level or can a user filter them afterwards instead?

Inspired by the `go-ping` and `go-zookeeper` orgs, I registered the `go-dhcp` one. I am happy to transfer ownership or add more owners to it.

I am not a huge fan of introducing a new dependency but I also don't have a strong opinion here. So I will let others chime in.
