So older versions of Ruby require `libssl1.0-dev` to compile. Seems that it's missing from Debian 10?

I am not a Debian user, so I am not sure how to install `libssl1.0-dev` which was present in `stretch` but is removed from `buster`. If anybody advises me on...

Problem is that the latest Debian does not provide olf libssl, which is required by Ruby
