You can create events without creating a separate topic. You can create events in posts replies.

I guess I'm just confused in how you want these notes to work. How are they created? How are they interacted with? Who can create them? What information is associated...

That shouldn't be necessary, I'll look into fixing it when I have time.

I know why this is happening, but fixing it is non-trivial. It will require a pretty big modification to the way datetimes are stored.
