from the logs you shared above I couldn't find any suspicious pattern, it is indeed updating crds a lot, but I couldn't see any repetition. Can you share the manifests...

You should be able to deploy it with hostNetwork se to true using a DeploymentRuntimeConfig.
Just to be clear, using a name for the podmonitor different from the default one is not an option? Or isn't that working?
