The proper fix IMO is #955, that is already in 13.0. Can we close this one in favor of the other?

Well, it could be if a contributor finds it interesting and migrate it. Check https://github.com/OCA/maintainer-tools/wiki/%5BFAQ%5D-Missing-modules-in-migration-issue-list for an explanation of missing modules there. Are you going to migrate it?

Because they know the module from lower versions. They are published on both Odoo Apps and OCA Apps stores.
