I think changing the logging format and the name of the installed conf file are not acceptable changes for released ROS distros. Could you look for alternatives?

I think #2208 could have fixed this. There is a noetic release planned shortly. Can you test afterwards, or right away with the shadow-fixed repo?

In my tests, it seems it's really just `make` without arguments what's called by the ExternalProject, but for some reason, it only runs the number of build jobs I've specified...

Hmm, I think what happens at my computer is that catkin build runs multiple jobs, each of which is a single-threaded make. So it must somehow take over the jobs...

In 2019.3 EAP, I don't even see the Hatchery item in the menu...

Ok, ROS config works for me, it is showing a list of packages in ROS_ROOT.
