I would tick this down to low priority. Currently this isn't something that needs much focus on - of course in the future, when our priorities shift, that will change...

Architectural Refactor for Project Structure

A mix of 7 and 9 looks best to me. A monorepo but instead of "features" to replace cogs there are installable "packages".
