This looks like an outdated `cargo-quad-apk`, what version are you on?
build tools 31+ just do not ship dx binary anymore they just forgot to put it there :/ you can download build-tools 30 and grab the dx binary from there
according to the original error - it was fixed by this line: https://github.com/not-fl3/cargo-quad-apk/pull/4/files#diff-0b5e3c7a6bbb315826eeef6808ccd4325344be8ac9bd8340e896ada240235e44R132 I would recommend to double-check the cargo-quad-apk version you are using
