Yes, there are like 6 issues about that and in the latest 3.9. beta release I fixed it.

Clean your cache and try again. For me it works in a new project.
Apple does not currently have support for AV1 codecs. The iPhone 15 Pro has some hardware support for a decoder, but not encoder yet afaik.
Doesn't this run quite often then now? I think those steps are invoked very often, not just once...
