capsh doesn't work with the container image which has no /bin/bash

This commit just avoid using capsh. I would like to try contribute capsh to support -x (exec) mode or make capexec to fix this issue.

Fail import docker image to contain multiple images

Hmm, at this point, marten only supports single version(tagged) image, not multiple version. But it seems better to consider as an enhancement idea. Thank you,

This seems user-mode-linux bug. I just file it.

Add support local image in `arc flash`

To implement this, ``` $ tools/vendor/google_prebuilts/arc/push_to_device.py ${DUT} ``` will push the image to DUT.

Detect and handle USE flags mismatch properly

The force option does not consider the mismatch, so there still be issue when installing the mismatched package.

Make sure lium build and deploy can be ran without cros_workon automatically (add `--unmodified` option to them)

I thought `cros-workon start ` if for letting deploy command to use `-9999` version of the package.
