With the introduction of the contact email address in #2606, this issue becomes a normal priority.
Confirming I can reproduce the issue. Workaround with using the button on https://mozilla-pontoon.readthedocs.io/en/latest/admin/deployment.html#creating-an-admin-user is no longer possible.
I am no longer able to reproduce this upstream, so it seems like updating Slate could be the way forward here? At least as a short-term fix. A long-term fix...
