Our docs are indeed in a pretty poor state, hence the https://github.com/mozilla/pontoon/pull/1570. One of the problems is that it's spread across various places. The [PM docs](https://mozilla-l10n.github.io/documentation/tools/pontoon/index.html) are pretty well hidden....

Do You mean Heroku login or Pontoon login? If Pontoon, you need to create an admin account first: https://mozilla-pontoon.readthedocs.io/en/latest/admin/deployment.html#creating-an-admin-user
