Is this specific to Linkstone? I'm not sure if I had any issues running Glowstone itself on Java 17.

Glowstone uses hard coded messages all throughout the code. It would be smart to add localization files, as you propose.

I think that as a start, lighting an obsidian block should create a portal above it, and the portal should teleport you to the nether spawn.
