May I get more info, what game and what emulator you are trying?

I would ask you to copy all settings of retroarch cfg and try again. As I just do everything again on a new SD card, it works for me.

I think you must missed some part of tutorial. plz make sure you both modify cmdline.txt and also config.txt.

files uploaded to JLCPCB PCBWAY are all fine. Probably just file format/ext issue only.
