Looks like the CentOS docker images support armhf and aarch64 as of CentOS 7 and later (https://hub.docker.com/r/arm32v7/centos/, https://hub.docker.com/r/arm64v8/centos/), so ARM support based upon them would be possible as of manylinux2014...
