The `build_database.yml` [workflow](https://github.com/openreferral/specification/blob/3.0-dev/.github/workflows/build_database.yml) is currently failing. We should consider whether this test is still required and update/fix the relevant files if so.

If we carry out the work upgrading JSON Schema detailed in #469, we may also wish to consider a full audit of required fields in the schema.
