Update `build_database` workflow

The build_database.yml workflow is currently failing. We should consider whether this test is still required and update/fix the relevant files if so.

I was able to re-enable the build. The postgres build works fine. But, the mysql build has some randomness, so is generating a commit every time, which is noisy. Therefore I've just disabled it for now.
