Move technical documentation to BODS-dev-handbook

We currently have quite a bit of technical documentation on building the standard documentation in the README of this repo, whereas e.g. the technical documentation on translations is in the BODS-dev-handbook. Would it be simpler and clearer if we moved the technical guidance on building documentation to the BODS-dev handbook, and link to it in the README here?
