Turns out that files dowlnoaded by google chrome with parallel downloading flag "chrome://flags/#enable-parallel-downloading" have one byte missing, and can't be unpacked. I have created a bug report for chromium. https://bugs.chromium.org/p/chromium/issues/detail?id=1219264

Chrome developers believe it is a bug on the server end
