I get a 403 instead of an agreement form when downloading a file with a restrictive license.

## attempt file download -> license agreement - with ask always licenses either: - ERR_TOO_MANY_REDIRECTS (that is with `yarn build:prod`) or - nothing downloaded end up on home (`yarn start:dev`)...

There are some drawbacks to the current (manual) approach, where we remove the metadata (and later add them back). Namely curation and exports. Maybe we should use the word `anonymized`...

How do you prevent spamming? Is it enabled only for non anonymous users?
