Network interfaces do not come up during reboot after installing Wireshark on Windows Server 2012 R2

Hi, I would suggest you to see, if https://github.com/nmap/npcap/issues/259#issuecomment-841836349 helps.

No network connection on restart after using Npcap

I had the same issue with Wireshark 3.4.5, which bundles the 1.10 version of Npcap, but installing the newest Npcap 1.31 version from [here](https://nmap.org/download.html) solved the problem.
