SC 4.1.3 was added by WCAG 2.1, and is not part of 2.0, so it's not referenced in Revised Section 508.
Discussed the failures from [Understanding](https://www.w3.org/WAI/WCAG21/Understanding/meaningful-sequence.html) and whether we need to add white space concerns. Generally that wasn't an issue testers have encountered.
Leave this for next update. Consider a Baseline test for Text to include incorrect use of spaces, ascii art, font icons.
