SC 1.1.1 should be mapped as a [secondary requirement](https://w3c.github.io/wcag-act/act-rules-format.html#example-fba1117e). This rule was used as Example 9 in the ACT Rules Format draft update.

https://github.com/w3c/wcag/issues/3642 has been resolved: No, SC 1.2.1 does not require alternative for time-based media for video-only to be visible.
