Add additional test(s) for SC 1.3.2 Meaningful Sequence

1.3.2 is only tested under CSS positioning

Discussed the failures from Understanding and whether we need to add white space concerns. Generally that wasn't an issue testers have encountered.

Leave this for next update. Consider a Baseline test for Text to include incorrect use of spaces, ascii art, font icons.
