Fix ambiguous mongo entries when pushed through validation

As in the submissions in https://github.com/EBISPOT/goci/issues/1404, when a submission fails first and then pushed through the validation, it creates ambiguous entries in mongo `sumstats-study-meta` collection. Investigate and fix.
