@jakirkham Does that help? We just recently adopted this project and we are still learning about the internals of Cython. So feel free to correct us or suggest something different.
You can with a pure python function (def) in a pyx file but not in cdef function which are the only ones allowed in a pxd file. They are callable...
Unfortunately, documentation tools (e.g. Sphinx) do not support type stubs well, so we should keep docstrings in pxd for now.
